Does this mean I can cancel my Auto Club membership?

New York Times: House Passes Auto Rescue Plan. “Auto rescue.” Hmm . . . whenever I needed that before, I called the auto club. So if this bill makes it into law, does that mean I call Congress next time I need a tow?
